Croatia eSIM: guide for the coast, islands and road trips

If your Dutch, Belgian, or other EU plan includes enough EU data, you usually do not need another eSIM for Croatia. A travel eSIM is most useful when your allowance is small, you want to separate costs, or you are visiting from outside the EU. Check your route before buying too: a Croatia plan does not automatically cover neighbouring non-EU countries.

Short answer: use your home allowance for a brief city break if it has enough EU data. Consider a separate eSIM for a longer road trip, frequent hotspot use, or when your home carrier charges high roaming rates.

Which internet option fits your trip?

The European Commission explicitly includes Croatia in Roam Like at Home. Eligible EU plans therefore charge usage according to the domestic tariff, although a carrier may apply a fair-use limit to certain bundles. Check the actual EU allowance in your carrier app; “unlimited at home” does not automatically mean unlimited in Croatia.

Coast, islands, and inland routes need different planning

In Zagreb, Split, Rijeka, Zadar, and Dubrovnik, data mainly goes towards maps, parking, bookings, and messages. Along the Adriatic coast, ferry information, weather, and route planning add to that list. On an island or in a mountainous nature reserve, an offline map can be more valuable than a larger plan with no signal.

Croatia's regulator HAKOM publishes separate coverage maps for A1 Hrvatska, Hrvatski Telekom, and Telemach Hrvatska. The maps distinguish categories such as indoor and outdoor coverage and are updated quarterly. HAKOM notes that terrain, crowds, and network load can change the real experience. Check both your eSIM's partner network and the places where you will actually stay.

Take extra care at borders and at sea

A route to Dubrovnik may pass close to or through Bosnia and Herzegovina. Montenegro and Serbia are also not currently covered by mandatory EU roaming. The European Commission reports that negotiations to include the Western Balkans have begun, but there is no start date yet. Do not rely on a future extension: use the package country list that applies on your travel date.

On a ferry, your phone may see a coastal network, no usable signal, or a maritime satellite network. Satellite services are outside European price protection for terrestrial networks and can be expensive. Save your ticket, address, and route offline, switch off your home line at sea if necessary, and connect only to a network you recognise.

How much data do you need in Croatia?

Data-only service, WhatsApp, and your number

A HolySim travel eSIM is a data line. It does not provide a Croatian number for regular calls or SMS. WhatsApp stays linked to your existing number as long as you do not register the app again. Keep your normal SIM enabled if you need to receive verification texts, but disable data roaming on that line.

Set the Croatia eSIM as the only mobile data line and turn off cellular data switching. Outgoing calls through your home line may have different rates; check with your carrier. WhatsApp or Signal calls use the data allowance.

Installation checklist before departure

1. Confirm that your phone supports eSIM and is carrier-unlocked.
2. Check Croatia, validity, start time, and the partner network in the plan details.
3. Install over trusted Wi-Fi and name the profile Croatia data.
4. Save the QR code, APN instructions, and order information offline.
5. After arrival, select the eSIM for mobile data and enable roaming on that eSIM.
6. Disable roaming and cellular data switching on your home line.

If it does not connect, wait a few minutes, briefly use airplane mode, and check the APN and network selection. Do not simply delete the profile; a QR code may only work once. Follow the eSIM activation guide if needed.

A practical backup plan for a road trip

Download the route to your accommodation, save ferry and parking tickets, and write down important addresses. Bring a car charger and keep the phone out of direct sunlight. On a group trip, agree who keeps the offline information so you do not depend on a single device.

At a border, read the network name in the welcome message. If a Bosnian, Montenegrin, or Serbian network appears and that country is not in your plan, turn off mobile data until you have checked the settings.
